Cut
a piece of cardboard about 1in/2.5cm longer than the tassel than
you want.

Wrap
a few strands of yarn around the cardboard until you think its fat
enough.

Cut
a 40in/100cm length of yarn. "Fold" the yarn in half so the ends
are together. Pass the crochet hook between the top of the cardboard
and tassel yarn. Pull the loop of your yarn through. Put the loose
ends of the yarn through the loop and pull tight. Cut the tassel
yarn at the bottom of the cardboard.

Using
a 20in/50cm length of yarn, wrap it around the tassel, tie it tightly,
then wrap tightly several times and tie it again.

If you want your tassel to dangle from the top of your hat with
a twisty cord, twist the heck out of each strand of the yarn holding
your tassel. When you hold the ends of the strands together, they
should twist up. Attach the tassel to your hat.
